This whole filter idea is unconstitutionaal and will eventually be struck down - but it hasn’t even been set up yet (it’s being tested with a few ISPs) and that’s the reason for the ridiculous situation you are seeing here. Once the filter is set up, no Australians would be able (in theory - of course, it will be broken) to access a banned site, so you couldn’t accidentally wind up on a site you didn’t know was banned. Currently because the filter isn’t in place, but because the ‘blacklist’ has been written, it could happen by accident.
