Whose speach was it? Was Cohen reading Obama’s speach, or had Obama read Cohen’s?

The sense of it I got was that Obama read Cohen’s, but it isn’t clearly stated. Implication is a poor substitute for clarity.

It was Obama's speech given again by the PM.

That's what I understood anyway.
