Every President is sued repeatedly during his term for actions taken in his official capacity. To pick one example; Andrew Jackson was sued by the Cherokee prior to his removing them from Georgia. When the courts ruled against him, he famously said: "They've made their decision, now let them enforce it".
The courts have built a cocoon of protection from personal lawsuits during a president's time in office but even it can be breeched in the right circumstances.

Clinton was not sued over his eligibility to serve as President of the United States. That is the issue here.
