It was the story of a couple sending their child off for I.Q. testing done by the government. All children had to undergo the testing at a certain age. That sounds like Examination Day by Henry Slesar. It was made for TV in one of Twilight Zone's later incarnations in 1985.

That sounds like Examination Day by Henry Slesar.I just looked up the Wikipedia entry on the Twilight Zone version. That's it! Now I have to figure out that magazine. It's driving me nuts.
