Not a riddle. You were comparing stupid government to brilliant private sector. There’s some truth in that, especially when bureaucracies are tasked with things for which they are inherently unsuited. But it’s not that simple. Government is also responsible for a substantial share of cutting edge science, done largely by private companies on government contracts. That’s smart government managers hiring smart contractors.
