Yup. First he's got to make sure the "middle class" is stripped of all wealth. Wealth equals independence.
Once he accomplishes this then the world he wants is set: Two classes - - - The ruling class and all the rest who depend on them for everything from cradle to grave.
It is far easier to attain socialism with a crashing economy than it is in prosperous times. Economic crashes brought on some other famous Leaders in the past. But it will not be easy to get out this time. Where are you going to run to? China?
I think he knows exactly what he'd LIKE to do, but his problems with even getting his own cabinet put together screams ineptness.

After thinking about this, I believe he is opportunistically USING the crisis to ram his agenda down our throats. I also believe that he is so incompetent in economics (among other things) that he does not realize what will actually and logically result.
