Only the face, neck, abdomen, legs and arms of patrons can be stripped, according to the Philadelphia Daily News.

Backs and chests will remain hairy.

It's not something I would ever want to do, but what business is this of the state government? Are they going to have sting operations with hairy police women? Will there be funny business as with the ATF's sawed off shotgun rules? "Yes, I told you to wax to there, but you should have known the law that that as 1/4" too far. You're under arrest."
