Honestly, can anyone be sure at this point that ANY of 0's appointees isn't/won't be under some kind of cloud?
When all of those you appoint are dirty it is much much easier to control them. The threat to expose one’s indiscretions can be a powerful motivator to keep the appointee on a tight leash. (For all we know some of them may enjoy being on leashes being paraded about in leather and fishnets)
