The facts from the state department are as follows:

"A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth."

Thanks for the link, you have proven yourself incorrect.

The Hawaii COLB has all of these things.

A COLB is a CertificaTION and NOT a Birth Certificate.

So are you claiming that if you try to use a Hawaiian certification of live birth to get a passport, the passport office will tell you it’s no good? Because that’s simply false.
