You can not get a U.S. Passport or, in most States a driver’s licence without your REAL Birth Certificate.

I deal only in facts, not BULL S-IT!

Here are the FACTS! http://passportsusa.com/?page_id=209

“...Notice that both of these Hawaiian birth certificates were re-issued. This happens people lose their birth certificates all the time. But the first one does not have a witness or hospital that can validate that individual’s place of birth. That one will cause you problems if you want a U. S. passport. Make sure your birth certificate has all the required information...”

Your link goes to show, yet again, how you can't believe everything you read on the internet.

You will note, that the website is not in any way affiliated with the US state department or any other government agency. That makes any information on it highly suspect. It turns out that it is wrong.

The facts from the state department are as follows:

"A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth."

The Hawaii COLB has all of these things.
