You can not get a U.S. Passport or, in most States a driver’s licence without your REAL Birth Certificate.

You will note, that the website is not in any way affiliated with the US state department or any other government agency. That makes any information on it highly suspect. It turns out that it is wrong.
The facts from the state department are as follows:
"A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrars signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth."
