Other subsidies USPS does not get that UPS and Fed-Ex get are "industrial development proceeds". A local government, usually a city or a county, ill get approval from the state to sell industrial development bonds for the purpose of attracting a major mail, baggage and express company to build a large regional hub.
This is pretty common stuff.
The group you are referencing regarding fees licenses, etc. says the bottom end for USPS is $39 million in implied subsidies.
ONE BUILDING for a UPS hub will cost several times that!
Then the report mentions network costs to USPS because Congress and the Postal Rate Commission won't let them dump unproductive facilities ~ they estimate that added cost as being in the $100 million range. Having done a number of internal USPS studies over the years about that same item, I'd suggest it is now in exces of $2 billion per annum.
