Repealing the 17th reverts Senators back to state control via appointment, election, etc. They can enact term limits if they want - bottom line is that it's up to them since Sen are the states' reps to Congress.

Reps are the People's rep to Congress, so it remains a federal matter, thus the term limits amendment.
