US Secretary of State Hillary Clinton has told a meeting of Nato foreign ministers in Brussels it is time for a "fresh start" with Russia.
She spoke as ministers debated resuming formal relations with Moscow which Nato froze after the brief war last summer between Russia and Georgia.
Mrs Clinton said that areas of common interest included Afghanistan.
But she added that Nato must leave open the door to membership for Georgia and fellow ex-Soviet state Ukraine.
Earlier, Russia's envoy to Nato defended the war against Georgia and said any new relationship with Nato would be on Moscow's own terms.

Excellent! I see she is back out on the “World Apology Tour.” This is where liberals who have been bad mouthing the US for the past 8 years and undermining any efforts we have undertaken now go around and apologize for being American.
Must be pretty busy. First to China to visit all the old DNC contributors and see if they still want US classified technology in return for campaign contributions. Then, to the Muslim countries to apologize for putting those buildings in the path of airline flight training in New York.
Finally the grand completion of the tour is the apology to Russia for our winning the cold war and letting them know the left here in the country is still busy tearing us down from the inside.
This is one busy administration! Four years of Jimmy in one month! We can only wait to see who we grovel to next.

Its going to be interesting. Putin may challenge her to a drinking contest. She will not crumble as easy as Obama. We shall see what deal she makes or what she gets (if anything) from Putin.
