If someone could explain - ignorant of the criminal justice system here: how do you issue an arrest warrant for someone who’s already incarcerated?

Pretty sure its required, whether they are incarcerated or not, for legal purposes. Its a bonus though because you don’t have to track the guy down.

how do you issue an arrest warrant for someone whos already incarcerated? It happens all the time. A Judge signs an arrest warrant based on evidence presented. Then the defendant is served with the warrant in his cell.
He or she goes through normal arrest procedures from then on in most cases.
