For legislation, majority of votes cast. 50 is usually enough in the Senate. It is certainly enough while Minnesota has seated only one of the two seats it is entitled to.

Tie in the senate = VP casts the tie-breaking vote. Of course, seeing what a stupid human being Biden has proved himself to be every time he opens his mouth, Obammie the Commie may not be sure he has his vote locked up (Biden could check off the wrong box by accident).

It is against Senate rules to filibuster a budget reconciliation bill. Otherwise, government operations could be shutdown. Thus, it is not uncommon to attach controversial legislation to a budget reconciliation bill.
The Republicans did exactly that with their own Energy Bill -- one that would've opened ANWR -- in 2004 (I think). But they lost 49-51 when several key Republicans defected (McCain among them, as I recall).
