Kansas has offered in-state tuition to illegals for the last several years while US citizens outside Kansas are charged about double in-state rates.
Giving in-state tuition to illegals, while making US citizens and legal residents from other states pay more, helps the administrators get brownie points for increasing the “diversity” of the student body. Not that all out-of-state students are white or that no illegals are white, but pecentage-wise it probably helps with the cherished goal of lowering the percentage of white students.
