I understand that. But, when it's the same 'crew' with a different 'leader', why would they roll back any agenda?

Obama didn't write these bills, he just signed them.

Obviously, we are talking about a hypothetical situation.

But it could be that by the time the legislation was nullified, either the "same crew" collectively saw the error of their ways, ot that a the "crew" (Congress) had changed dramatically with an intervening election and the newer Congress had different inclinations.
