Dollars to doughnuts this particular officer hadn't done much time working with prisoners in the lockup.
Everything he did is pretty typical of what might be very justifiable out in the rough and tumble of picking up people on the streets ~
This particular environment might have been as alien to him as to that girl (although I suspect that in the long run she's going to learn a lot more about it).

Maybe so. But it's the lack of discernment that shows his incompetence. If he can't see the difference between tactics which are appropriate for a 200lb man on the street and those that are appropriate for a skinny 15-year-old girl in a holding cell, however nasty of a disposition, then he is too incompetent to be trusted with a badge and a gun.
