I must confess I haven’t paid a bit of attention to his 13 bucks a week thing, the way you laid it out would be correct as far as I can tell.
More or less withholding will not change the overall amount of taxes due at the end of the year. In fact if you come up too much short on withholding I believe there’s a penalty. If that’s true there’s going to be a lot of 0bamabots livid.
My MIL asked me about it a couple days ago and I was going to look it up to see what the thing is all about. I thought it might be something involving the FICA taxes withheld but that was just a thought.

Many years ago when I was doing taxes that law went into effect. IIRC, if you owe, or they owe you, more than 10% of your tax "obligation" there were indeed penalties involved. I can't imagine that has changed.
