Mexico is actually a simple problem. Simply annex the country, and treat it as a colonial entity, part of the greater American empire. Then the Mexicans may become participating citizens when they have individually demonstrated their capacity to serve as full and useful members of the broader definition of “citizen”. No blanket amnesties, please.

The US hasn’t annexed any territory since McKinley. If you want to restore the American Empire, you will probably need to wait until there is another Republican president.
