Someone on the thread earlier had a great, great test for "when it's time": when you take your gun outside your house and you look to your left and your neighbor is outside with his gun, and you look to your right and your neighbor is outside with his gun, it's time. Until then, go back inside.

History is littered with "premature revolutiations." The Decembrist Revolt. Shays' Rebellion. Bacon's Rebellion. When the time comes, you won't need me or Rush or anyone to say, "Time ta meet!" We'll all be on our way.
