If he does close GITMO, he still has the problem of where to put the terrorists. If instead he leans on the report and says “this changes things” then problem solved.
Solitary confinement and isolation are common means of protecting the lives and safety of other prisoners and guards, as is done at the Florence ADX Supermax in Colorado (where many convicted jihadis are held including Ramsi Yousef):

I too dont believe in force feeding pisoners. If they wish to starve , who are we to say they cannot. I would eat my lunch every day where they could see me . Mental problems. They are Muslims, that goes without saying.

GITMO caused the prisoners to have mental problems? I doubt it. The mental problems were caused by the demonic oppression of their religion.
