If it's supposed to raise $300,000,000,000 the exceedance level can't be very high. Besides, who will accurately measure the emissions? The same geniuses who placed temperature sensors on asphalt roofs next to the A/C units, and then screamed about catastrophic warming?

Obama has committed to reducing greenhouse gas emissions by 80 percent by 2050, with a growing population. So imagine a world with more people and technology than today, only allowed to put out 20 percent of the greenhouse gases we are emitting today.
