As others here have already noted, if you're running XP you may already have Windows Movie Maker installed. I've used it a lot, and it's pretty good for free.
Haven't done any HD-quality video on it, tho.
Here's an example.

I use final cut pro running on a MAC G-5. All of it can be had for about 5K. Is that free enough?

How does the finished video product look?...looked fine to my eye - used old 8MM films which had been professionally scanned to digital tape - used digital camera to play the tape into the computer via firewire (you would have to have appropriate input on computer) - the program segments the raw input into small sections which you then can stitch back together or further divide as you pull what you need on to a story board to assemble the final program - I never got around to making a DVD of what I had produced, but playback on the monitor was very faithful to playback of the original tapes on a big screen HDTV and brighter than the original 8mm films......
