No, he's being punished for (A) being an asshole; and
(B)breaking two laws, one requiring bicycles to have headlights at night, and the second, a far more serious one, requiring that concealed carriers actually keep their weapons concealed.

He's not being rewarded for speaking - it's WHAT he said that got him in trouble.
IF he'd kept his mouth shut - which I suspect is a difficult thing for this guy to do in almost any situation - he'd have been JUST fine!
