The woman who owned that animal should be brought up on criminal charges.

From what I understand, though it is illegal to own that type of animal now, she is grandfathered in so did nothing illegal for criminal charges to be brought. If she gave it drugs that might change things which would make sense.

She probably can be charged with reckless endangerment like the owner of Lewis the Crazy Cat (who was from that same state) as well as owners of unleashed dogs who attack people.

I think she changed her story because by admitting she gave the chimp tranquilizers she all but admitted the chimp was uncontrollable.
