I was wondering the same thing. What would happen when a test cases arises? Let's say some Montana gun shop starts purchasing firearms that are illegal under federal law, but which would - as construed from this bill, if it passes - NOT be illegal under Montana law. The Feds come in in force, start to go all JBT on the guy. Would the Montana police step in and intervene on the shop owner's side?
This bill is a clear case of nullification, which is usually unconstitutional. However, if the laws being nullified are themselves unconstitutional, then I can't see how the Feds would have any standing beyond the willingness to use blatant, open force to enforce unconstitutional SCOTUS rulings, etc. (and no, "unconstitutional SCOTUS rulings" is not a contradiction in terms).
