It means you delay further action until it is called back to the floor. It means, you put the bill on hold.

Or it means you don’t want to go on the record being against it, so you use parliamentary procedure to kill the bill by putting it off for good.

It is also used when it would shameful to have a record of your on a bill so you never let it come up for vote.

Thanks for the cool notes after my appearance on Leno. Remind me at I-CON '09 to tell you how he christens each new car in his collection. Hint: Let him change his own spark plugs. "It means you delay further action until it is called back to the floor. It means, you put the bill on hold" I specifically remember learning what it means to table a bill when I was in the sixth grade. Also what it means to veto and pocket veto a bill. I have a clear visual memory of my fifth grade history textbook's glossary definition of "Lord". The definition provided was: A rich and powerful man.

As I recall, it depends which side of the big pond you’re on. In America, it means to stop discussing a bill. In the U.K., it means to start discussing one.
