Absurd ... to force funds on a state Governor or states that know the funds are a boondoggle to certain groups; and justifiably do not want to destroy America with these crazy new stimulus creations, is like holding a gun to his/her head. Not constitutional is it?

The reason for the end-around is not to force the money on the states, but to force THE RULES that go along with the money, like CARD CHECK, and Socialist Healthcare upon the states.
