The NRSC will back Specter if he decides to run again. They did so in 2004.

Their policy is that the incumbent GOP senator will always be backed over a primary challenger.

In the case of an open seat, they’ll try to remain neutral unless they feel one candidate is heads and shoulders above the other(s).
