I thought that was Norm Stamper who was in charge of the Seattle PD during the Mardi Gras riots.

You might be thinking of the WTO riots....we've had a string of lousy Chiefs here and it's hard to keep them all straight with their various and sundry failures :-)

Stamper announced his resignation in 1999 in the wake of the WTO riot. The Police Guild had threatened to take a no-confidence vote.
