I thought that was Norm Stamper who was in charge of the Seattle PD during the Mardi Gras riots.

You might be thinking of the WTO riots....we've had a string of lousy Chiefs here and it's hard to keep them all straight with their various and sundry failures  :-)

  • Stamper announced his resignation in 1999 in the wake of the WTO riot. The Police Guild had threatened to take a no-confidence vote.

    Stamper had battled sinking morale during his final year and officers said he was out of touch. Minutes after the first newspaper story of his retirement hit the streets on Dec. 7, officers driving through Pioneer Square whooped in celebration.

But his standing with the public and his own officers suffered a major blow in 2001 over handling of the Mardi Gras riot that led to the death of 20-year-old Kristopher Kime and 70 injuries.

I should have added that quote in the second citation is referring to Kerlikowske.
