The "RED" state governments will rebel first by ignoring Obama edicts.
Then the citizenry of those states will back them up. Perhaps patriots in the military will follow.

You hit it dead on. Either they will already be less, or will have filed to secede. The fallout from either will be overwhelming and far reaching.
