Depends on the situation, but I don’t think we are there....yet.
Look, I sympathize with the frustration many are feeling here about the direction our country is headed in, but talk of open revolt or even civil disobedience is crazy. If any groups ever attempted it, they would instantly be labeled terrorists by both the government and the media, and most Americans would then see us as the enemy. Obama would have the excuse and support he needed to openly target anyone on the right and wipe anyone opposing him out. Conservatism would be dead as would our country. Think about it.
