The birth announcement is meaningless. Grandma could have called the paper or the state could have posted it from his real COLB showing he was born in Kenya.
That's not the way the it worked in Honolulu at the time. The papers got their info directly from the state.

Let me get this straight. Right after she gives birth in Kenya, without taking any rest, Mama Obama hops on a plane with Bambi and spends then next couple days travelling to Hawaii (travel in 1961 was pretty difficult). Then she goes straight to the records office in Honolulu to register his birth, just so he can get a timely announcement in the papers in case he ever decides to run for president.
