Hmmm...sounds to me like “resettlement in the United States” could just mean authorization for immigration to the US doesn't it?

Not necessarily and certainly not what the memo said. But nobody reads it. People just go off half cocked and get hysterical at any O rumor, half fact, lie, whatever.

He is bad enough without introducing half truths and distortions and lies and fears.
