But I was responding to the part about “the income tax amendment”.

The federal government doesn't collect gasoline taxes under the authority of the income tax amendment, at least as far as I know.

If the Federal Government is limited to the powers delegated through the Constitution by the States, any income taxes collected should only be expended in the proper execution of those powers. Which expenditures in the proper execution of those powers would the States have to cooperate with that they wouldn’t want to?

Read the entire amendment. It's not just about how taxes are collected, but it also concerns how they're spent.

I admit I goofed there.

Still, it doesn't matter. The federal government can spend the money however it wants based on whatever conditions it wants to attach.
