OK, I can buy your scenario, but why does Rangel want a draft for the military. What’s the point?
In front of Congress, Rangel has argued that voluntary service is a form of discrimination against blacks and other minorities, as these groups tend to be lower income and in many cases have no choice but to enlist. Rangel thinks a draft is more fair as it would cause more rich white people to serve. It all has to do with the politics of race baiting.
