Sure. The Dems will do that.
Congress critters will when they feel the increasing pressure for a growing grassroots effort by their constituents just as 76 cosponsors of The Fair Tax felt in the last session of Congress.

Fair Tax will never happen in America.
It'a a great idea, but congress will never relinquish the control in shaping social behavior income tax law gives them.
Institution of the Fair Tax is about as likely as us witnessing a Successful Marxist Society...zippo, zero, none.
