Commuted, not pardoned. Still convicted felons with all that stain brings.

While a President can pardon someone currently serving a sentence. It is never done. Those currently serving a sentence can have their sentence commuted, but only those who have finished all aspects of their sentence will get a pardon.

Pardons are occasionally granted before prior to any legal action as with Ford’s pardon of Richard Nixon.

The next conservative US President can pardon the agents. (If we ever have a conservative president.)
