It seems, with his recent decisions (closing Gitmo and now raising taxes and disallowing drilling on lands in Utah parks today) that this man just does everything stupid he can to hurt this country. I think he just makes a wild proclamation to see if it will "fly," before someone shoots him down. Like the NYT did about Dashele.
