Not long at all in California if they can't raise enough money to pay all of the government workers. The only thing keeping the rate as low as it is are the thousands of make-work jobs created by the Dems in Sacramento. Heck look at how low the unemployment in VA and MD is. Its because the rest for the nation is subsidizing the government jobs in those states.

But unlike the Feds, California can't borrow any more, and already has cripplingly high taxes. Now they are going to have to cut government make-work jobs or raise taxes, that will cost them twice as many nongovernmental jobs.
