Can somebody help me out here? I don't understand how this can be claimed? Isn't the whole stimulus bill earmark after earmark?

It depends on what your your definition of ‘in’ is. There are earmarks ‘on’ the bill, written on the paper, but they aren’t embedded in the paper..
