Rush has singlehandedly distracted Obama, and Obama has stupidly elevated Rush to the position equivalent of the President of the U.S. What is the basis for this claim? Other than the single off-handed remark has Obama said anything more? If so, please point me to it, because I think I missed it.

It's not a single comment. It's pretty clear he has said similar things, and the news media is obsessed with it, indicating they know its distracting for him too.
The fact that ANY president mentions by name some talk show host should be significant in and of itself.
