Ok- there was a plan of sorts- never implemented.
Intention is not the same as attention.
Either way- a plan to move paniced people away from approaching death will never work as well, or as smoothly, as a roadtrip to an entertainment event.
Still- BO is entitled to the same criticism re. a natural disaster as was GW. Power outtage misery isn’t the same as 12 ft of water in your house, but suffering is still going on and I see no response from the ‘we’ll make everything right’ party.
