It’s more like saying “Purchase of printing presses is unrestricted, but purchasers of paper and ink must be licensed”.
It's exactly like that, and it's been tried, and found Unconstitutional. Actually IIRC they were trying to tax paper and ink. The courts found that they could tax paper and ink, but only as part of a more general tax.(for instance a general sales tax, or a tax on industrial commodities).
