I don't think the blame can be placed on the RE who treated her, yet. I suspect we're looking at fertility drugs and an IUI, not IVF. With that the chances of multiples are higher, yes, but I seriously doubt anyone expected 8 eggs to be produced, fertilized, and implanted successfully.
Or if it was IVF it could be very well that they did not transfer 8 eggs, but that some of the eggs split later into twins, thus producing 8 children. I know of several cases where that happened.
I have a co-worker whose wife did IUI - they started out with 2 eggs that were fertilized and then one split. So one of their fraternal twins has an identical twin.

One of the articles said 8 embryos were implanted and they were surprised all “took” so to speak.
