In general, yes. But certainly some are reasonable although the particular religion, culture and authoritarians running it are going to make it difficult. I think the letter was written for that small minority.
And the un-Muslim world, just look at who disseminated it. A Jewish woman in Israel

In Europe where they are much bigger the anti-Israel/Gaza war demonstrations were much more rowdy and designed to intimidate dhimmi politicians and let them know for sure that Muslim numbers only grow larger and the demonstrations more violent until (for example) what UK does abroad is highly dependent upon how its internal Muslim population will react
