My understanding is, he wasn’t paid as an employee, but rather, as a contractor. So he didn’t have a W-2 from IMF.
But the kernel of your comment is still valid. In TurboTax you enter self employment income, beginning with (and emphasizing) income reported on 1099 forms.
He most certainly DID get a 1099. That has been established.
Now, it’s possible to misallocate income from a self-employment income 1099 to some other kind of 1099 (say, interest). But you have to be either a total idiot, or crooked.
Which is it? Is Geithner a total idiot? Or is he crooked?
Either way — should he occupy a cabinet level position?

What senators learned at the gathering was not only that Geithner had failed to pay self-employment taxes during his time at the International Monetary Fund. They learned that the IMF had repeatedly informed Geithner, as it had all its employees, of his obligation to pay that tax. They learned that Geithner signed documents saying he would pay the tax. And they learned that Geithner accepted IMF reimbursement for Social Security and Medicare taxes that he had not, in fact, paid.

And not one Senator on the panel asked him what he did with the reimbursement of the FICA and Medicare taxes paid to him by the IMF. We’re surrounded by idiots!
