That is probably the most misquoted speech in history. Eisenhower warned us to be vigilant of undue influence, but he also said not to fear this industrial change as it was necessary to maintain peace. IE, he was saying this new industry (military/arms industry) is necessary for peace, but citizens should be vigilant to watch for influence. He was not warning us against the military/industrial complex in general terms.
I’m not sure that I see your distinction, but my point was one of employing a liberal argument to enlist their understanding of how compromised their newly elected President is.
