That is not DeMint praising Obama, but instead it is DeMint saying he is going to hold Obama accountable for this promise.

"Obama and I have found common ground on several subjects, and I look forward to continuing that working relationship," he said. "Unfortunately, the partisanship of congressional Democrats will likely prevent him from crossing party lines more often than not."

Translation: Obama shares some of our conservative ideas, but congress will run roughshod over him and nip this it the bud very soon.

You’re right. As much as all of us want our reps to cuss him out till the cows come home. This is politics, we can save it until after the honeymoon.
